here is the solution which i tried by i my self.
first of all install adobe premire older version like premire 6.5 like and after installation reboot if required.later install canopus vedio fx trasition in premire plugin folder (while installing show the path as plugin)
after vedio fx installation right click the premire icon and select properties and go to plugins folder and copy the vedio fx exe file and keep it separate. noe uninstall the premire 6.5 version and use this vedio fx exe file into latest version of adobe premire upto cs4. but it is unfurtunate some of fx not properly working.
